Where have the toolbars gone on the user interface?

If the toolbars seem to have vanished from the user interface then it is probable that one of the keyboard shortcuts has been activated accidentally. Keyboard shortcuts that relate to toolbars are detailed below
F8 Shows/hides all toolbars.
F9 Shows/hides the Menu Toolbar. (exclusive to the Classic UI)
CTRL+F8 Shows/hides Everything.
F11 Enables/disables Fullscreen Mode.

If none of those work, you could try resetting your settings to default. If you still see the "Quick Launch" tool then type "Export Settings" into it and use that to save the current setup. The use the same "Quick Launch" and search for "Reset Settings" and use that to restore al your menus.
You may want to export the settings before resetting to provide a way of rolling back should you want to.
